This is a subject I have been interested in in the past and have began to think about more recently. I had time to talk to Perry Mc Gee at an Overland show this weekend and he has re awakened my interest in the tracking side of SAR.

Just checked the exact wording of the grant document. Any Assets funded or upgraded must be comitted to the National Asset Register for 5 years where applicable.

Interesting Blog!
Re the grant, it is my understanding that Monies given for Kit by DEFRA remain the property of DEFRA as does the Kit - for a periond of 5 years. Interestingly - as such, I am advised by our Senior Trustee who is also a Charity approved Auditor/Accountant, there is no requirement to show monies/kit as part of revenue of the Charity since it is a loan and thus does not belong to the Charity. From Jo's comment, The kit can easily be transferredd to another team, but how you recover the revenue spent from these grants on Training - I cannot comment on!?
We have identified this problem and crew members that benefit form this training are required to sign a undertaking to acknowledge this. They understand and undertake they may be expected to reimburse a percentage of the costs based on their time with the team post the provision of their training for Swift Water and Boat training should they chose to transfer to another team.

I maybe pointing out the obvious here but didn't IFRA/STAR/whoever get a Defra grant for water rescue kit? What now happens to that kit? Do they have to give it back as surely it'll be fraud to keep it? Or because they have been 'used' then would they have to pay back the grant money?

Just interested as to where the assets go or what is common practice or what is morally and ethically right.

I know ALSAR have a central supply but given the amount of teams then surely these assets can be transferred to teams that use them in anger?
